Impacted residents and business people along Mingus Avenue gathered at the Cottonwood Recreation Center Wednesday evening with the engineering firm designing the Mingus Avenue upgrade. The roadway is to be rebuilt from the ground up from Willard to 10th Street, the sixth street intersection improved, sidewalks upgraded and new water and reclaimed lines installed.
