Todd Bayne of the Arizona Legislative Council said that should voters approve the merger of the Mingus Union and Cottonwood-Oak Creek school districts, the “successor school district,” would “automatically step into the shoes of Mingus Union and Cottonwood-Oak Creek as a member of VACTE.”
