Letter: Select chief from pool of qualified applicants
When is the City of Cottonwood going to fill the position of the Chief of Police? I have heard that attempts are being made to appoint Jody Fanning, the "Interim Chief," as the permanent chief. It is my understanding that to fill a vacant department head position within the city the position must be advertised externally to develop an applicant pool to choose from.
I have no doubt that "Chief" Fanning is doing a good job as the "Interim Chief."
However, the city management should be diligent in obtaining the best possible person to fill the position of the police chief. The city management would be doing the citizens of Cottonwood a disservice by not selecting the next chief from a pool of qualified applicants.
When Doug Bartosh was selected as the police chief several years ago, he had to compete for the position against several other well-qualified applicants
This process allowed the city management to appoint the best applicant to the position as Chief of Police.
When Doug Bartosh applied for the position of city manager, he again had to compete for the position against a pool of well-qualified applicants. Again this process allowed the city management to appoint the best applicant to the position of City Manager.
If Jody Fanning turns out to be the best applicant for the position, by all means appoint him to the position, However he should be required to compete for the position against other qualified applicants.
His 20-plus years of service to the community is commendable, but it should not automatically qualify him for the position.
Nor should the established qualifications for the position be changed to meet his qualifications.
