The Water Advisory Committee was formed in 1998 after a battle broke out over Prescott's plans to pump the Big Chino. Studies made by the WAC have indicated 80 to 85 percent of the river's base flow for the first 25 miles come from the Big Chino aquifer and that long-term pumping in the Big Chino will eventually affect that flow.
