Clarkdale Police Chief hiring to wrap this week

CLARKDALE -- The Town of Clarkdale is well into the process for recruiting its next Chief of Police. Two finalists remain in the process, expected to conclude this week.

Since the retirement of long-time Police Chief Patrick Haynie in last June, Clarkdale has been contracting with John Wintersteen to serve as Interim Public Safety Director through the consulting firm Interim Public Management, Inc. Wintersteen's contract expires at the end of March.

The town conducted a nationwide recruiting search for the post, that ended Jan. 19 and 44 applications were received. 25 of the candidates had complete packets to be considered as part of the first round review. At the end of the initial screening, 10 applicants were selected to continue to the second round that involved a follow-up essay exercise. The candidates were invited to submit written narratives to four essay questions. As a result seven candidates were invited, and five accepted, the invitation to participate in the 3rd round of testing with interviews by two panels in Clarkdale last Thursday.

Following the results of the fourth round of testing, Town Manager Gayle Mabery will select a top candidate and a thorough background investigation of that candidate will commence. That process may take up to several weeks, and it is expected that a final offer of employment will be made in mid-late March.

 The two finalists being considered are:

Stephen "Steve" MacKinnon, is currently Chief of Police of City of Santa Paula, Calif., where he has served from November 2005 to the present. Santa Paula is a community of 29,000 population.

He formerly was an International Police Officer for the U.S. Department of the State; Chief of Police, City of Avondale; Chief of Police, Town of Salem, N.H.; Chief of Police, Town of Exeter, N.H., Deputy Chief of Police, Town of Edgartown, Mass. Mr. MacKinnon has a BS in Criminal Justice from Northeastern University and an MPA from City University.

David Gottschalk is Chief of Police, Town of Fairplay, Colo., from August 2000-present. Fairplay, at nearly 10,000 feet elevation has a population of about 1,000. He was formerly Police Sergeant, Fairplay, Colo., Police Officer, Granada, Colo., Department of Defense, Minturn, Colo. Gottschalk has a BA in Justice Administration from the University of Phoenix.
