Rudy Rodriguez said it was a "rough year." In addition to the plunging sales tax receipts, other revenue losses were heaped on, including the "charge back" from the state crime lab, a charge that cost Cottonwood an additional $40,600 and proceeds from the Highway User Revenue Fund dipped. Rodriguez said his finance department had to delay creating a five-year maintenance and operations plan and five-year capital plan until the council had endorsed the concept of a sales tax increase.
